NOTE OF CORRECTION: There was a typographical error in the memorandum recently sent in the mail to Parents.  Most years final examinations end on a Friday.  This academic year, since Spring Semester Classes start on a Wednesday, January 16, 2008,  the calendar was adjusted and final exams are over on a Tuesday.

The correct information is......Final Exams for Spring Semester End on Tuesday, May 13th and undergraduate need to be moved out by Wednesday, May 14th.

EXPECTATIONS FOR RESIDENTS: CARE OF THE CHAPTER HOUSE

 

Living in your fraternity or sorority chapter house is an honor and privilege.  It is the “focal point” of your organization on campus.  It is the place you look forward to “coming back to” on Homecoming when you are an Alumna/us.  It is part of the “extension” of your family and should be treated with the same respect and care as your parents’ house that you grew up in and go home to.

 

With this in mind, please read the following “Chapter House Policy” carefully.  This represents the basic “standards” that you and your brothers and sisters should commit yourselves to regarding the use and care of the chapter house.

  • Treat the chapter house like the house you grew up in:
    • Keep your bedroom clean!
      • Discard trash appropriately from your bedroom on a regular basis.
    • Do your share to keep the common areas of the house clean by working with your “work team” or picking up personal belongings and trash the night before your cleaning company is scheduled.
      • Do your part to make sure the house is cleaned up after social events in a timely fashion.
    • If there is a Maintenance Need REPORT IT to ofsareq@pobox.upenn.edu or call OFSA at 215-898-5263. 
      • The longer a problem exists, the worse it gets
      • The longer a problem exists, the more people feel they can mistreat the house
      • Do NOT add to the problem such as:  kicking in locked doors, or flushing toilets that are clogged and making a bigger mess.
    • Clean up the kitchen after you use it
      • Wash the pots, pans, dishes etc. you use and make sure that the stove and countertops are clean.  You will appreciate it when you go to use the kitchen and the last person before you did the same!!!
      • Be careful when using the stove – do NOT leave it unattended.  Make sure it is TURNED OFF when you are done using it!
    • Put boxes, suitcases and other items you will need for packing at move-out in a closet or designated area in the basement of the house.
      • Work with your house manager and OFSA to identify an appropriate location is necessary
      • Do NOT leave storage of any kind in hallways or stairwell
    • Use furniture appropriately
      • Do not break or destroy furniture in common areas or bedrooms.
        • If something needs to be repaired/replaced report it!
        • Sofas and chairs should remain IN the house and NOT be taken outside to be damaged by inclement weather or stolen
    • Do NOT attempt to go on the roof
      • Do not vandalize/break the hatch doors or locks on doors leaving up to the roof of your house – AUTHORIZED PERSONNEL ONLY should be on the roof.
    • Do NOT make changes to your bedroom without permission
      • Do NOT Build Lofts in bedrooms
        • Contact OFSA to discuss & review policy on Lofts
      • Do NOT paint your bedroom without permission from your Alumni House Corporation and OFSA
      • Do NOT take down or remove walls or replace/change electrical wiring
        • CITY OF PHILADELPHIA BUILDING CODE MUST BE FOLLOWED
          • Contact OFSA to discuss any needs/requests for change
    • Use The Laundry Room Properly
      • Do NOT overload washers and dryers – this will cause damage to the machines
      • Remove Lint from washers and Dryers after each uses
        • This will help to maintain efficiency and keep the machines in good working order
      • Do NOT wash or dry sneakers/similar type items in the washers and dryers
    • THINK ENERGY CONSERVATION!!!
      • Turn off lights, stereos, televisions, fans, air conditioners when you are not in your room.
      • Turn off big screen televisions in common areas of the house when no one is there watching them.
    • Do NOT prop doors open or let people into the house you do not know!
      • Report anything suspicious to University Public Safety at 511 (on campus phone) or 215-898-7333

UNDERSTANDINGS OF FRATERNITY/SORORITY

CHAPTER HOUSE OCCUPANCY

* Student Emergency Contact Information must be obtained for every resident of the University managed properties. This information will be kept, readily available 24/7, on file in the Office of Fraternity and Sorority Affairs (OFSA) during both the academic year and summer sessions with adult emergency liaisons identified for each house.

* As per the Occupancy Agreement, Section IV – Eligibility for Fraternity/Sorority Residents: Only matriculated students regularly enrolled at the University or on campus for a formal academic experience may occupy the room(s). This includes summer residents. The Registrar’s SRS System will be used to verify student enrollment.

* Special summer programs, with live-in staff, may make arrangements to rent available houses through the end of summer session two.

* All residents and their personal items, including clothing, furniture and any other furnishings must be removed from the premises by each occupant no later than Noon on Sunday following Friday the day for completion of finals for the given semester. Graduating seniors have until 5:00pm on Commencement Day.

* Any academic year and/or summer tenant in University-owned houses must sign and abide by the terms of the University Occupancy Agreement. All occupants, including summer school, internships and summer programs, must complete an Occupancy Agreement and Updated Emergency Contact Form for either the academic year or relevant summer session.

* The following policies will be enforced during the holidays:

     -Fall Break and Thanksgiving Break houses will remain open.

     -Winter Break all houses will be closed. For Spring Semester, chapter houses will      

       reopen the Friday before the Monday start of classes.
     -Spring Break houses will remain open.
All relevant University and organizational policies apply during breaks and the summer as they do during the academic year.

* Summer residents must be out of the house by Noon on Saturday following the official end of summer sessions. Under no circumstances will any students be permitted in Chapter Houses after Noon on Saturday unless appropriate forms have been submitted and exceptions made, in writing, by OFSA.

* All Chapter Houses will be closed no later than the day after the last day of Summer Session II and remain closed until the Friday before Labor Day. The only exceptions will be for students involved in formal academic programs who have completed the application by the designated deadline of July 1 and received approval from OFSA. Violators of this policy will have assessed to his/her bursar’s bill a $100 fine in addition to a $40/day extra rental assessment for every day beyond the day they are to have moved out.

* Communications of the above guidelines are numerous: via email, postings in Chapter Houses, housing brochures, OFSA website, handouts to Chapter Officers, handouts at Chapter Presidents’ Retreat and mailings to parents.

General Housing Information for Students

Maintenance
Any problems that arise (lack of hot water, electric outlets, heat, toilets, etc.) should be reported to the undergraduate house manager immediately or if she/he is not available, OFSA should be contacted at 215-898-5263 and/or email ofsareq@pobox.upenn.edu.  Students should not assume that someone else will report a problem.  We would rather hear about a problem from several residents than not at all when residents assume someone else will report it.  This is especially important to avoid lengthy periods without service. Please keep in mind, contractors are hard to find overnight, or on the weekends. The more quickly the problem is reported, the faster the response time. Each chapter house manager works with OFSA and their alumni(ae) house corporation to resolve problems quickly before they become emergencies.  Immediate emergencies should be reported immediately to the student house manager and/or chapter president as well as calling the facilities services emergency number (215) 898 - 7208.

Safety Systems/ Services
Life Safety systems are serviced, tested, and maintained on a regular basis to meet or exceed the City of Philadelphia Fire Safety requirements. Fire alarm systems are tested and inspected monthly; sprinkler systems are certified annually in August: smoke detectors in bedrooms are tested semi-annually; and fire drills and house inspections are conducted in October with the University's Fire and Emergency Services Department. Safety systems are monitored 24 hours a day by the University's Operations control Center and University Police Security Centers.
Sprinkler systems were installed in the chapter houses for the safety of guests and members. Therefore, hanging laundry, telephone or stereo wires, or utilizing the pipes to get in and out of loft beds is prohibited.

You can leave a message on the video helpline, but the best way to report problems is to submit a repair request form from the website. In this manner you will be sure to provide them with all the information need for them to help you quickly. Follow the above link to their website and follow the "troubleshooting" link to the online repair request. They will need to know precisely which rooms are reporting bad reception. You can list them within the same trouble report form.

Personal Property/ Renter's Insurance
There is no summer storage in University managed chapter houses. We also suggest that they take all valuables with them over vacations.
Any student interested in obtaining their own “Student Personal Property” coverage can contact the National Student Service, Inc. in Stillwater, Oklahoma. Their phone number is 1-800-654-6814 or you can look them up on the web at http://www.nssinc.com
Students should check with their parents regarding the level of coverage they have for their belongings under their parents Homeowner’s Policy.
NOTE: Neither the University nor the fraternity or sorority is liable for loss or damage to your personal belongings as stated in the Occupancy Agreement you sign to living in the chapter.

Housekeeping
Members and residents of each fraternity/sorority make their own arrangements for keeping the house common area of their chapter house clean. This may be accomplished in two ways. Some houses hire a professional cleaning service, while other houses choose to spread the cleaning responsibilities among the members/residents of the chapter. However, it is the responsibility of all members and residents to respect the house, as well as the rights of each resident to live in a clean environment. Therefore, trash must be discarded appropriately and in a timely fashion from the common areas and bedrooms whether your house employs a cleaning service or not. Good housekeeping also helps avoid problems with sanitation and pest control. (Also see section XVI, "Cleaning" of the Occupancy Agreement).

Keys
Each resident is issued a room/house key when they move in. It is expected that the key will be returned at move out. Keys are not to be duplicated. Keys or lock problems should be reported immediately to the house manager or directly to OFSA if it is an emergency situation.

Pest Control
Each Fraternity/Sorority house has monthly pest control servicing in the public areas of their chapter house. Additionally, the private bedrooms are serviced four times a year during the summer (August), semester break (December/January), Spring break (March) and after graduation (May/June) periods. Pest Control is a shared responsibility and students must do their part to discard food and other trash properly and regularly.

Recycling
As required by the City of Philadelphia, Separations of mixed paper, aluminum, glass and plastic began in September, 1993. Containers have been provided for each house and central collection locations will be designated for houses on Walnut and Spruce Streets. Houses along Locust Walk currently have central collection sites. House Managers/recycling coordinators will coordinate this effort.

On October 10, 2004, the UA passed a proposal urging OFSA, in coordination with University Facilities, to implement a program that makes it feasible and easy for Greek houses to recycle after registered events for recycling at Greek and off-campus locations.

The Annual Lease
Every individual who resides in a University managed fraternity/sorority house is required to sign a University of Pennsylvania "Chapter House Occupancy Agreement" before they move into a chapter house. All individuals will be charged rent on their student financial services bill. Please review the summary of the "Agreement."

Semester Abroad Leave of Absences
Students who sign occupancy agreements for a full academic year (Fall and Spring semesters) and receive approval for a Semester Abroad program must contact OFSA and their chapter president directly in order to avoid paying expected rent. It is the student's responsibility to make sure OFSA receives a copy of the letter from the Academic advisor granting the leave.

Damage Deposit
Many of the chapters have instituted a damage/security deposit system for their residents. This enables chapters to establish accountability for damages/vandalism by residents that is not a result of normal wear and tear. Move-In/Move-Out Room Condition Reports will be completed with the house manager each September and May. If your son's/daughter's chapter has instituted this program, the charge will appear on their student financial services bill as a separate charge and they will receive a letter from their Alumni(ae) House Corporation in August prior to returning for the start of the fall semester.

Move-In and Move-out
Chapter houses officially opened on August 31, 2007.
Spring Move-out, May 2008: All undergraduate students should make arrangements to move out within 24 hours of completion of their final examinations for the Spring 2007 semester in May and no later than, Wednesday, May 14, 2008 at noon. GRADUATING SENIORS who are already contracted to live in their chapter house for this academic year may remain in the chapter house during Senior Week through 5pm on Commencement Day, May 19, 2008.

REGARDING CERTIFICATE OF RENTAL SUITABILITY

Under Title 4 of the Philadelphia City Code, PM-102.6.4, the University is required to obtain a Certificate of Rental Suitability for its dormitory properties.  Once certificates are received for each chapter house, they will be available for viewing at the links below.  Click here to view the City of Philadelphia website where you may review and print out “Partners for Good Housing”, a brochure prepared by the City Department of Licenses and Inspections describing the responsibilities of tenants, landlords and the City with regard to rental housing.  As part of the certification requirement, the University has attested to the City that all fire protection and smoke detection equipment for the premises is present and in proper operating order in accordance with all applicable requirements of the Philadelphia Code and regulations and standards adopted hereunder; the operating systems and the property are free from defects which affect the health and safety of the occupants or the habitability of the property; and that it will continue to maintain the operating systems and the property free from defects which affect the health and safety of the occupants and the habitability of the property through the tenancy.

The University has applied to the Department of Licenses and Inspections for a Certificate of Rental Suitability for all University managed fraternity and sorority houses and believes that it has satisfied all requirements for issuance of the Certificate.  The Certificate will be posted at corresponding links when it is issued.  [Please contact the VPUL Office of Fraternity Sorority Affairs at (215) 898-0538 for additional information.]
